At this week’s IPCB Working Level meeting, Wayne Buchhorn (IPCB-S Deputy Head of ANP Development) presented his thoughts on the Afghan National Police and it’s development. His provocative comments were insightful, thought-provoking and entertaining. They generated quite a bit of discussion among the group…which is exactly what Wayne wanted…!
This week’s Working Level meeting was held at EUPOL HQ due to some security concerns at the MoI. After receiving updates on the three Conference Working Groups, MoI Inspector General Ragheb briefed the group on the MoI Transparency and Accountability Committee which oversees administrative counter-corruption efforts (Shafafiyat) within the ANP.
MG Ragheb reported that Shafafiyat committees have been set up in police zones 101, 202, 303, 404, 505, and 606. A committee will be established in zone 707 shortly.

US Navy Captain Heidi Berg has served as the Director of the CJ2 Red Team at ISAF HQ since Feb 2012, reporting as the lead for alternative analysis to COM-ISAF. Prior to this assignment, she served as the Military Advisor to the Deputy Director of National Intelligence in Washington, DC, where she supported daily intelligence briefings to the President, and intelligence support to the National Security Council and Congress. Since her commissioning from the US Naval Academy in 1991, CAPT Berg has flown over 1000 hours onboard EP-3E aircraft in support of Operations PROVIDE PROMISE/SHARP GUARD while stationed in Rota, Spain. In addition to her numerous sea duties, she has held a variety of shore assignments including command of the Navy Information Operations Command in Bahrain where she provided theater airborne and surface Signal Intelligence support to Operation IRAQI FREEDOM, Operation ENDURING FREEDOM, Persian Gulf maritime operations and special operations forces. CAPT Berg was awarded a Master of Philosophy in Middle Eastern Studies and Arabic from St. Antony’s College, Oxford University, UK, and studied Arabic at the Kalimat Institute in Cairo, Egypt, and Russian at the US Defense Language Institute.
